    Yes, especially when they "forget" what type of engagement client to contractor should be.

    "at least" could always equal "we'd love to do it quicker, but there's no chance of getting the legislation in place because we have to at least talk to some people first" - which is less encouraging!

    We sort of did from the Autumn Statement in that they had said IR35 would be looked at later, but this is the first official confirmation we've seen directly from HMRC and that puts a timescale on it.
