vWorker is another one.
I think these sites are all fairly similar but as a work provider quite good - weed out/ignore all the terrible applicants and see what you're left with. You'll likely still end up with someone good and significantly cheaper than hiring a regular UK contractor.., as likely to find someone in US, UK, India or Eastern Europe I reckon. But you can discriminate against anyone you don't like the sound of!

You could also try Staff.com if you need a part time / full time staff.
Some of the workers offer a “10 hour trial” where you can test their skills in 10 hours of work and see if they are okay. If they perform well in the first 10 hours then you can keep going and hire them for a full time or part-time position.
