Netbeans 6.5 RC supports PHP in a fully integrated IDE. I think it is quite good

I would recommend phpDesigner 2008 http://www.mpsoftware.dk,
it has inline debugging + loads of other features, compared to other ones i
tried before, such as RapidPHP which looks good on surface but kept crashing
and has loads of bugs when I started using it, also I tested VS.PHP which
is a php addin for visual studio

thought it would be great but noticed it had quite a few bugs and limited
features and support + it's more expensive than others.
Lastly if you don't want to spend any money there is always Notepad++

I use Eclipse with the Eclipse PHP Development Tools plugins. Also, the Eclipse Web Tools project has some good plugins for working with servers, and the Data Tools Project lets you mess around with mySQL, Postgres, and probably MS SQL Server with suitable drivers.
Eclipse can be a bit of a learning curve, but it's well worth it in the long run.
Don't forget to add the Subclipse plugin to integrate with your Subversion repository - you are using source control, aren't you?
