Update: The servers had been updated to a newer version of the software. All permanent staff had been force-updated on their PCs.
They forgot to roll out the update to the equipment they supplied to contractors.

Is it possible to enable standard functionality such as copy/paste when connected to a remote desktop using Fortinet SSL VPN on the web? (FortiOS 5.6)
