    You can reset it using a DaRT disk but this is part of MDOP (MS Desktop Optimisation Pack) which is only available to Microsoft Software Assurance customers. If you can find a download somewhere you can create the DaRT disk from it. We use it quite a lot where I work.

    Says everything, I've no idea unfortunately on the programs side.
    If she can get in under her normal user, she might be able to install SiSoft Sandra or something similar to give her a list of programs she's got and install keys to help her recover programs. Could be a long weekend, whichever route she takes.

    While holding down the Shift key, select Restart.
    On the Boot options menu, select Troubleshoot > Reset this PC > Remove everything.
    Your PC will restart and will reset itself

    Before doing the above, you might want to burn an Ubuntu disc, spin it up and backup what you need.

    Any suggestions on how to reset the Admin password on Windows 10?
    Yes, I've googled it, and got several different answers, but thought the collective intelligence on here might have better suggestions than "install some dodgy software that is free, but isn't". No, the person does not have a recovery disk, no the admin user account is not associated to a Microsoft online account.
