  • Has IR35 reform actually made it easier for startups/foreign clients?

    I understand the changes in private/public sector,
    but why didn't they apply the reform to ALL clients, big and small. Doesn't that means that it's easier for contractors
    to work for startups/small companies/overseas clients? That way, IR35 reform doesn't apply, thus you can safely go outside,
    knowing very well that Hector is busy chasing big companies now.
