I think the issue, as raised above, is that:
The client will still determine the role inside so it has to be taxed accordingly;
Agencies will not deal with a partnership because the ownership and tax arrangements fall outside their comfort zone.
Get over those two and there's no point having a partnership as it would be BAU.

A "job" is where you are an employee of a company, with a boss.
A business has risk and decides its own direction, which is difficult for some to understand.
