Bit of a dodgy road to go down IMO. Obviously drinking to toxic levels is wrong, but who is to say what the cut off should be? A glass of wine with a meal? Two?
You then open the door to all sorts of other stuff too. What about mothers who endanger their children by eating soft cheese etc?

Just sterilise everybody. Then you can apply to be unsterilised and if you conform to the ideal parent profile you will be allowed to procreate.
