    Nothing new, this type of idea has been mooted for years. Try looking at some old USENET post from the late 80's. Actually as Google have all the newsgroups archived then thats probably where they got the idea from, plagiarists...

    IIRC there was an attempt to build an artificial sand bar independent state but the local army (Fiji?) demolished it.
