Thatchers reign happened to coincide with the growth of IT.
There were plenty of private companies who used and promoted IT even if public sector ones might have been slow to adopt it.
The person who did most to stimulate IT in the UK was probably Sir Clive Sinclair.

What really depresses me is that so many people seem to have held a central core of bile, spite and hate in their psyche for so long.
It can't be good for their mental health, and if they can feel that way about one person I wonder what they feel about others that they have to bimble through life with.
