As much as I find NK a worry, I'm really not sure about any story that says "our enemies are eating their babies".
Demonising the populace under the guise of "caring"... I looked through the links of the imagery used in the report and to be honest a lot of it looks fabricated (like googlemaps of areas taken 10 years ago and today trying to show new buildings, when the land masses are clearly not the same).
That said, who knows what to do with NK - if anything a stalemate with the south is keeping them in check. Not nice for Korea having to live next to though.

Odd, as N Korea has a higher GDP per capita than quite a few nations, including Pakistan and Kenya and a lot higher than some like Somalia or Malawi. Maybe they just decided kids taste nice.

If you think China could step in and put a stop to this North Korea nonsense, any time it wanted to, then maybe you should consider boycotting anything Chinese.
Would be fairly futile though, and easier said than done these days. Also, it may be the Chinese would be only too keen to occupy North Korea or change its leadership, but they consider the military or political risk too high for whatever reason.
I suspect the real reason is that a flourishing North Korea, combined with South Korea, would simply be more unwelcome competition for the Chinese and would increase pressure for a final independence settlement (if they still have a claim on Korea being part of China?)
