Looking at my current rate of pay I really wouldn't be too sure about that. I agree, there is always an aspect of a project that requires for instance adding web services to a legacy backend, however I have found a company may hire the odd contract developer to work on this aspect. The developer also tends to be pretty weak when discussing subjects such as IOC and DI and detail. The jack of all trades tends to be a bit of a hacker and this is normally refelected in the rate they are paid.
