Yes, a mistake and all very unfortunate, but allowing the start of the game to be delayed by an hour because of some issue like that is wrong.
The Colombian team were ready to play on time and the North Korean team weren't, so the game should start with with the team that's ready to start, and otherwise the team that's absent should be disqualified, expect for real emergencies like a team member being taken seriously ill or dying or the team bus being involved in an accident.
