The amount he made is not the same as the total current value of his assets. The fine will be targetted at ensuring that his bank account will be emptied and he'll have to sell all his possessions.

Drive down practically any road in the country and count the number of people who drive straight into their narrow driveway, instead of reversing in, and so later have to reverse out gingerly into busy traffic, probably not being able to see properly and quite possibly with young kids in the back.
There must be millions of them, and any of them could be, or deserve to be, in this guy's Thick People File. Unfortunately they're even more likely to be on the Voting register

The Medicines and Healthcare products Regulatory Agency (MHRA) said it was the largest confiscation order against a dealer in fake medicines.
Simon Hickman, from Tameside in Manchester, was sentenced to two years in jail in June 2009.
He ran an illegal online pharmacy which sold counterfeit and unlicensed drugs for erectile dysfunction.
A six year investigation by the MHRA and the North West Regional Asset Recovery Team uncovered a lavish lifestyle involving luxury cars and properties.
The court found that he made £15.4m from his dealings and ordered him to pay £14.4m. He has been given six months to pay.
