Perhaps "the state" can also take committment to find people who kidned others that the state refuses to pay ransom and ****ing kill them? That would nicely balance refusal to pay even if costs of fulfilling the promise are much greater than ransom.

David Davis clearly said that there were two aspects to paying ransoms, if it was a member of your family, you would pay but at a higher level the state cannot support the payment of ransoms as it encourages kidnapping.
Chucka was so annoying, just came over as a smart arse, can't see anyone voting him in as a PM.
Cable, as an ex-labour man just shows his roots, as soon as he is moved to a department that does not matter to the economy, the better.
