    Yes but the EU president wouldn't do any more than the EU president does at the moment, i.e. arrange meetings and give staments out that reflect the will of the council of ministers.

    The power in the EU is held by the council of ministers, that is the council of all the heads of states.

    All other bodies are bureacrats who then oversee the implementation of the policies of the EU. All EU rules and law are hammered out by the heads of sovereign states.

    Sad really when the debate is reduced to a fantasy about some superstate, rather than attempting to understand how the EU actually works. I've come to the conclusion that people in the UK really do believe this crap.

    Even the World Trade Organisation has influence over what a government can and can't do. This is necessary if you want global trade, and especially in a region where you can simply set-up shop where you want to.
