I thought they said no plants or 'unfair' tricks are allowed - of course misdirection and lying could be part of it. Having JR do a simple switch would be a bit of an anticlimax IMO.

In the pilot they had an adjudicator who knew how the trick was done, and decided whether Penn and Teller were fooled.
