2. Get a dog that likes barking and looks menacing to visit you. Let it go into your garden and then wander into theirs.
3. Put a temporary fence your side of the fence i.e. one with plenty of holes in it like a wire fence. Get the dog to move in and to stay in the garden. Make sure the dog is one that likes launching itself at the fence and barking when it hears them go into the garden.
4. Tell them to fix the fence as the dog is living with you for the foreseeable future.
You can waste money on legal fees and solicitors letters but there are loads of tricks that they can employ to hold up court proceedings.
Unfortunately my one of my brothers' old neighbours have moved but they had a suitable dog. The neighbours themselves were fine but their dog was just a barking nuisance with a nasty character.

The easiest and cheapest way in these situations is to go for a injunction against the neighbour and council to force them to rebuild it (done by yourself at a cost of about £100).

I dabbled in jobseekers over course changes and when my second job went tits up. Personally I enjoyed the wind up with the staff (no surprise you might say) "so you are saying that I am not eligible for selection to the Bolshoi because I am Scottish?" "I thought I would put down cosmonaut as I know they are doing more manned space missions these days, otherwise I would have put down astronaut, I am trying to tailor my job expectations to the current market" and such like.
First couple of times signing on was on the posh side of town where they went easy on you, had to do it once on the scummier part of Glasgow where they have fat angry women on you with anger management problems, brought out the real wind up skills. "I vote Conservative, I am not working for less than 70 thousand, that kind of role is for people less able than I, you understand I am sure" sure she wanted to punch me.
I have been a good cog in the machine, put in many times what I have got out and best try not to argue with them with that, get to their weakness which is self importance.

Even walking near a jobcentre nowadays makes me feel filthy. They stop genuine people in asking for aid to see them through a bad spot and instead fuel sloth and trashy people, standing in the dole queue.
Many never even try to get a job or work, it's quite sad and trashy really ....
