Depends on where in the process you are. If you've got the gig wrapped up subject to compliance checks, they may need it.

If you're getting a Scottish Disclosure done (and it doesn't just apply to jobs in Scotland, most banks use them now), then they will need your NI number for that. Likewise some of the other criminal conviction checks that they do.

You could always just ask why he needs it, you shouldn't give this information out to just anyone on account of identity theft risks. Yes, it really happens.

Agree with Churchill - asking for an NI number is a way to verify that you are not about to take on an illegal or someone with no right to work in the UK; the penalties for getting it wrong are pretty horrific

He probably has a system that needs to assign you with a unique reference number. He doesn't need it for any payroll purpose. Give him a random number in the format AB123456C.
