Not sure if the location of the report was cited, if not here it is:
Can't be arsed to read it myself at the moment, but I noticed it discusses integrating income tax with National Insurance, possibly as part of a longer term structural reform.Last edited by TimberWolf; 11 March 2011, 18:53.

IMHO there are two sides to this;
As a +ve someone who understands the current complexities and why it doesn't work is involved.
As a -ve someone whos livelyhood is based on its current complexity is involved.

It is a great line of reasoning. Implement a tax law that's too complicated to understand. Set up an office to simplify tax laws that are too complicated to understand. Declare that you can't begin to simplify it, because it's too complicated to understand.
