It is good advice though, given that things like share prices, runs on banks and the economy in general are hugely fragile to pessimism and panic. If people act like things are bad (stop spending), they will be.

It was never used in WWII: it was intended for use in the event of a German invasion, which (for the benefit of those who have been educated recently) didn't actually happen.
