    There is no economic reason but it is not lunacy it is vote buying in marginal areas.
    Once you see this government as desperate for more money and more votes and nothing more than that, then their decisions become a lot more rational.

    Fewer taxes, and the taxation is then automatically proportional to the usage. Sounds good to me.
