Last year four firefighters were disciplined for allegedly disturbing a group of men at night by shining their torches into the bushes on the Downs. After complaints that their actions were homophobic, the four senior officers from Avon Fire Service were fined and transferred to other stations.

I'd guess that having HIV is an impairment to being employed. So retraining at the govt's cost seems like a reasonable option.

While we are on the politically correct theme. I saw a government billboard poster this weekend advertising training. With a tagline something like "Since I've had HIV it's made me concentrate on my learning needs"

WTF has HIV got to do with retraining?
