    People post there if (a) they have a question to ask and (b) they have seen a question to answer. The fact there isn't anything going on there daily just means there's less noise pushing your highly important question down the list of posts.

    Requirement is for a separate laptop to run Citrix, so any new/refurbished laptop will satisfy the requirements.

    However, as a discerning contractor that looks to over-deliver rather than just hit the minimum viable product, I thought it'd be a worthwhile exercise to engage other stakeholders for recommendations.

    If you're just delivering the minimum, do you even contract?
