The whole bodyshop business model* is ripe for disruption if only talented IT professionals could present a proper business model to the right stakeholders.
At the moment, it's very hard to reach C-suite executives (they probably know it, but choose not to listen or are benefitting from the current state of affairs - at a heavy cost to the overall economy/taxpayers)

That's "Inneresting", during a Gig at Radbroke hall through "FI Group" <-- Anybody else remember "Feminists International"? Anyway, the then Manager of my project was "Offered a brown envelope" to replace each of the "UK Based" contractors with offshore "TATA Supplied Consultants"... Andersen Consulting were the System Integrators at the time that this was happening so they soon put a stop to that "Nefarious" practice.

I suppose the bottom line is "Nothing new to see here, those of us long enough in the tooth have seen plenty of this behaviour before".
