You should try it.
Technically in Switzerland sovereignty is at community (village/town/city) level. But practically it's with the Cantons. Some argue that the federal government controls the army, but of course the army comprises mostly mean whose first loyalty is to the Canton.
The original article (put in place I suspect by a Kremlin stooge) said that swimming pools would be unheated and saunas switched off.
