Basically, everyone over 18 is now eligible for the booster, as long as it's been at least 3 months since your first 2 jabs.

He wants to get that done by the end of December, which basically means taking the day with the highest number of vaccinations so far, and then exceeding that every single day for the rest of the month. In order to achieve that, (some) other medical procedures will be put on hold.
