The Global Times is essentially edited by the CCP's propaganda department. Media outlets in China are state controlled - told what they must not post but also what they must post.

I would not trust information propagated from any China media outlet.

Over there is crony corrupt capitalism with an unusual authoritarian structure that funnels cash to the political elite, mostly composed of old men. In the past I seen contract samples containing the correct, or even higher quality than expected, percentage of a component within the a sample and then first fulfillment of a contract. Over time analysis would show the factories lessening the quality, such as dilution of standard cement mix with more and more poor quality sand.

None of this story about the dam surprises me. Bridges have fallen down in remote areas, as the cut throat capitalism there encourages lessening quality as much as possible to make more of a profit, without considering the long term consequences. There is of course reputable engineering and building companies, but the contracts for large government infrastructure projects are awarded to political or corrupt officials who then subcontract to another party, who then subscontract to another party. This chain can be tens of companies long.

The large numbers of people required to evacuate, most likely all being very poor, is a tragedy in itself. The rural poor are often badly treated in China and haven't seen the gains that the inner cities have seen.
