Best of luck with enforcing that. Italians are renowned for ignoring any laws they don't agree with*, and I'm not sure they'll fancy house arrest on a grand scale.
*The smoking ban being the most obvious example - it's by far the easiest place in Europe to find somewhere to have an illegal ciggy.
Even the French aren't so obliging, in my experience.
