Becasue thats the easiest word to use to get the story accross to the unwashed masses.

It's not a refund, it's a correction for underpayment. The problem came to light in December 2016, and they started making payments in Novermber 2017, it's just taken them this long to work out the full scale of the problem and admit to it.

Just wondered if a government decided to give away a couple of billion because of some ‘error’ fearful of a general election round the corner, would this giveaway be a refund or a reward or a bribe?

A refund is generally defined as money returned due to dissatisfaction with a product or service provided.

Much of it is covered legally by the Supply of Goods and Services Act 1982.
