    Not quite sure what we need GPS to <100 metre for? Seems the only likely reason is to "light" a target and that is probably best done with a drone or the old fashioned way with human illumination.

    In absence of a satellite GPS system you can implement a decent ground based one easily so long as you control the ground stations.
