Jesus, read what the man said. N Korea is stopping testing - i.e. Kim knows what he has works, so now all they need do is make more of them. He hasn't said anything about disarming or even agreeing to some form of SALT agreement.
Tramp hasn't actually achieved anything yet, other than award a PR coup to the Koreans and open the door to removing some key sanctions.
