    The preamble says:

    On 1 March 2017, the European Commission presented a White Paper on the future of Europe. It marked the starting point for a wide debate on the future European Union with 27 Member States.
    The whole paper is about the future of new EU-27 EU (i.e. the current EU-28 minus Britain), therefore it is correct in that context to leave the UK out of the discussion and indeed the maps. Quite simple and sensible really. No conspiracy, no-one has been caught out, nothing to crow about.

    oh so if we say they aren't official then its OK? They spent money 2 years before our leaving date producing a complete document excluding us.

    I suppose we should be impressed they are thinking ahead, if only they had done that on other things.

    Put the paper within it's context, and you get your answer. These aren't "official European Commission maps". It's right there in the forward:
