The small number is the number of visas revoked whilst actually in transit. (As a result, they arrived at the USA without a valid visa and so now have a 5 year ban on even applying for a visa again).
Then there is a number of visas revoked before people actually boarded their flights.

Then there is a massive number of visas revoked well ahead of travel.
