    It screams public sector, so yes - rule of thumb is that one should assume all public sector management are fookwits, and 98% of the time you'd be right.

    It could simply be the case that the CEO and their top table expect instant support at their deskside if they can't print. I've seen it elsewhere and if you want to stay as head of support, you have to support the top table at these places.
