Of course not. Anyone in such a position can avail themselves of the long-established (since this afternoon) "Blatter defence" to whit...
"Corruption is terrible we must regain trust" and "I can't be expected to monitor everyone". Such a defence is proven to allow the retention of up to $6m salary without anyone* being displeased.

* When I say "anyone" I do of course mean that you should refer to the OED for the definition of "anyone" which can found under a slightly different spelling of "Everyone". For "Without" read "With" and for "displeased" read "infuriated". Otherwise it's a cracking defence.
