If you see a way to sell something and make money from it, yes it is. If that money comes from tax incentives, it still is - you're saying Google basing themselves in Ireland isn't capitalism in action?
Political machinations to take from the public to subsidize special corporate interests is the merging of the state and corporations.
The merging of state and corporations is fascism, and one can hardly claim that the means of production are privately owned when the means of production are funded with publicly expropriated wealth.
Obviously there's room for interpretation of exactly what is happening in this particular case - but the fact that it involves selling stuff would not make capitalism out of fascism.
Environmentalism isn't a left-wing trait, even right-wing people care about their children (well, some of them).
Green policies means "burning forests" in DRAX power station, replacing rain forests with "Bio-fuel Plants" and smothering huge areas of outstanding natural beauty with wind mills because this is considered a "necessary evil". Even though global warming stopped 18 years ago.
...and the result is (according to Congress Testimony) is a reduction of temps of 0.0155 degrees C, if you believe this stuff.
This is equivalent to parents in Africa mutilating their daughters because they care about them.

hmm I beginning to understand this green agenda, it enables a new form of socialism where ordinary low earning workers subsidise "champagne socialists". Those who own wind farms and drive around in brand new expensive "low emissions" cars.
Not only can you be wealthy you can feel good about it. You can drive around in your huge luxurious low emissions car and look down your nose piously at a strawberry picker driving around in his Golf Sirocco, and not have a guilty conscience.
