When I was coming up we were taught to always use the serial comma (this was in US schools). I think it has since fallen out of favour, but the rule is if you do use a serial comma, you use it consistently.

I was always taught to never put a comma before an 'and':
Apparently originally known as a seriel comma as I had never heard of an Oxford comma: Serial comma - Wikipedia, the free encyclopedia"Commas are used to separate items in a list or sequence ... Usage varies as to the inclusion of a comma before and in the last item ... This practice is controversial and is known as the serial comma or Oxford comma, because it is part of the house style of Oxford University Press."
