When I was coming up we were taught to always use the serial comma (this was in US schools). I think it has since fallen out of favour, but the rule is if you do use a serial comma, you use it consistently.

I was always taught to never put a comma before an 'and':
Apparently originally known as a seriel comma as I had never heard of an Oxford comma: Serial comma - Wikipedia, the free encyclopedia"Commas are used to separate items in a list or sequence ... Usage varies as to the inclusion of a comma before and in the last item ...
