...and still ask them to put in writing if they are on the client's PSL.

Guys: This is really uncalled for. CSI is a Global corporation with offices worldwide. CSI Consulting Ltd is a UK based company (Registed with local presence) and covers 17 EU countries in terms of business. We only work with Direct customers. In today's world the work is distributed globally and not confined to a particular location as it keeps the business in the hunt in terms of competative edge both in terms of work load and cost of the operations.
Please refer to our local website - w ww.csi-uk.eu or you can reach out to (mod snip: find the phone no on the website) and ask for Sid. Any queried should be directed to sidatcsican.com or sidatcsi-uk.eu.
Next time someone calls and says that he is currently operating from India means the guy is honest, the company has global presence and follow a global task force policy. The comments about India, Indians working globally, or companies which originated in India, reeks directly of racism and a notion of placism.
Its like telling an Indian that not all guys from UK are British oppessors. The point is that there are good and bad guys every where and these bad apples are abundant in backyards irrespective of their caste, creed, religion, ethnicity and color.
" DO NOT BRAND COUNTRY & ETHNICITY WHEN IT COMES TO PROFESSIONAL WORLD. " As they say " MIND YOUR MANNERS "
GOOD DAY.....

Ask the agency in writing if they are on the PSL.
And if they're operating in the UK, they should absolutely be sure of the regulations that bind them. They should know about the Code of Conduct for Employment Agencies regulations.
How hard can it be???

You can usually tell a lot about a recruitment agency by their website or recommendations.
Can't find any recommendations.
The website is down for "Maintenance", but you can access other parts of it by just going through Google. I would be incredibly careful to be on the safe side with these guys.

I will ask the agency. 2ndly, as they are based in India and not sure what regulations apply and what they can get away with. Plus they dont really understand the system over here. The poor guy didnt even know about jobserve website

Never heard of them myself but like Cojak mentions speak to the client and see if you can confirm if they are on the PSL

Ask them if they're on the client's PSL.
That should give you the answer...
