You don't want a notice period!!! No notice period is a good pointer to be outside IR35. Plus when they want to get rid of you they just say there's no more work and you sit at home for a month/week/whatever waiting for the phone to ring. Assuming you're a Ltd not brolly.
I just got an email from Progressive asking if I need any staff. Anyway, the email went on to say that should they provide me with a contractor and I decide I dont want them, they can serve immediate notice!
To me that is a guarantee no matter what the contractor and agent negotiate agree to, the agent will maintain the interests of the client - even if it means screwing the consultant.

I don't see the problem here.
If being able to terminate on no notice is the difference between a client employing the services of a contractor and them not doing so, as long as this fact is up front then it is entirely up to the contractor whether to accept it or not.
Some might consider that the other benefits of the contract are worth the disadvantages.
1. There is no mention of the notice period between the agent and the contractor so there may be a different circumstance (Not F'king likely I grant you)
2. Generally you get paid for hours worked - therefore no time on site = no invoice, so it doesn't matter what your notice period is. If there's no work to be done you don't get paid anyway.
