Likely they have a permie head count freeze on at the moment and want a twerp to work as contractor on permie pay 'till it suits them to take you on permanently or kick you out on your ass if the headcount freeze continues.

My Yorkshire based client is offering an excellent opportunity; they are currently looking for a Project Manager who has strong planning experience.
