Likely they have a permie head count freeze on at the moment and want a twerp to work as contractor on permie pay 'till it suits them to take you on permanently or kick you out on your ass if the headcount freeze continues.

My Yorkshire based client is offering an excellent opportunity; they are currently looking for a Project Manager who has strong planning experience. You will be involved in a new project developing new sites and facilities. Planning and organising a broad range of complex activities within your specific projects and formulating strategic plans to take the agenda forward over the next 3-5 year planning cycle. Identifying risks and issues, which may have an effect on delivery of new, polices, procedures and services. There will be an opportunity for the successful applicant to transfer from contract to permanent. Please be aware the contract rate is approx £180-200 per day which will be the equivalent salary.
