h-tec.net redirects to http://degnerpartner.com/, a german language site that appears to be some kind of engineering company.

The IP for prl.eu.com resolves back to a hosting company eukhost.com.

A bit of googling gets us to horizon-tec.net

Which explains the lack of registration at Co. House.

So they look like another Isle of Man PSC / Brolly operation. They are listed as an Employment and Recruitment Agency or Consultants on finder.co.uk at that address.

Nothing els eto be found on Mr Negus and no other names associated with the companies either, so a bit of a dead end for now.

Well as Companies House seem to only know about the former, I'd be very suspicious of the latter, especially as they also have no address or geographical number on their website.
