Central government pays well; local government not so much - ask any teacher/social worker/housing benefit clerk.

A trainer in a public company get naff all. A consultant hired in to do training gets lots.

A teacher gets naff all. A supply teacher gets a lot.

Just all become supply teachers.

Did a stint there a few years ago. Never again... it all went downhill after the head of department went on a basic DreamWeaver course, and couldn't understand why a database-driven Ajax application (although we didn't call it Ajax then) might take a little longer than building two pages about kittens and knitting

Of course their rates are steep - they pay from the taxes of the hard working middle classes, and don't have to answer to anyone on why they waste so much of this money.
