Unless they're using one of the many third-party apps/sites that will consume your public Twitter feed as an anonymous user and that app will notify them every time you tweet.

Could be any number of reasons.

They probably want to see who the OP is contracting with, then badmouth the OP to the client and steal the business. That's what I'd do.
