You mean, you know what will help contractors and you don't want to give it out? Common, don't be shy. You wouldn't be spending your valuable time in cuk if you weren't helpful.
NLUK gave an example of this being tried before and not working.
I also personally knew someone who tried this before and it didn't work. In his case it was his last 8 or so years before retirement.
The problem I know both had is the type of roles they could find and the type of skills the contractors had didn't match.

Would you like to give a favourable Ts & Cs useful to most contractors, to become the father of "favourable Ts and Cs of contractors"? :-). This would give all us a start like an iterative development.

When I see some terms and conditions and a working site I'll more than likely join up assuming favourable Ts and Cs

Then I have no idea why you'd use any recruitment agency at all since they don't know the first thing about the any of the technology for the roles they're recruiting for. Hence we get roles advertised for "JAVER Developers" and "ESS QUEUE ELL administrators" so they're certainly in no position to be able to effectively evaluate the fit of any of the candidates that they may forward to you.
I think that is a little unfair.
Don't get me wrong, there are many agents/agencies who don't have a clue but I have worked with a few agents that did know their tech and know exactly the type of candidates that have the right skills, attitude and experience.

In my experience, the only business model used by any and all agencies is the "throw enough mud and some will eventually stick" and therefore there's no requirement to be more discerning to either their clients or their contractors.
Also true in my experience, but do have a couple of exceptions to that rule.
