The funny fact is when you want a permanent job, you won't get it. So just try applying for some permie roles and the recruiters will quickly start ignoring you.

Part of what you're seeing is agents very well knowing the situation and conveniently ignoring it. You haven't quite made the leap yet, so would be an easier catch for a permie role than a long time contractor. Expect this to continue, at least as long as you call them "recruiters".

I've replaced my CV with a version that more clearly states that I'm currently in a permanent role with a 2 week notice and that I'm looking to start contracting and that I am not available to pick up the phone during office hours, but that I tend to answer e-mails within 10 minutes. This has helped a whole lot.

Simple don't use a phone!
Most of my contact is via email or linkedin which can be rejected without much effort (or more likely poiltly informed contract only) with only a few trusted pimps having my secondry mobile number

I can understand agents chancing their arm phoning contractors about permie roles. I cant see them phoning about a role your skillset doesnt match and therefore arent suitable for. Perhaps the odd idiot would do this from time to time but not regularly.
