So true. They seem to be really suspicious of contractors for some reason. It's just a different way of working and I daresay we've all been perm in the past. But yes, they have a real problem with it.

Replace your CV with a branded Yourco Employee profile. That seems to do the trick.

Any similar experiences on a red hot phone with almost all permanent opportunities?

If it's quite clear that you're contract only, restricted by location, industry or whatever, then an agent will often disclose that much in the voicemail. If they don't mention it, either in the voicemail or in the opening gambit of a call, then typically (I find) it's because the role doesn't match those requirements.

Part of what you're seeing is agents very well knowing the situation and conveniently ignoring it. You haven't quite made the leap yet, so would be an easier catch for a permie role than a long time contractor. Expect this to continue, at least as long as you call them "recruiters".

I've replaced my CV with a version that more clearly states that I'm currently in a permanent role with a 2 week notice and that I'm looking to start contracting and that I am not available to pick up the phone during office hours, but that I tend to answer e-mails within 10 minutes. This has helped a whole lot.

Recruiters seem to always want to tell the company name by phone, not in an e-mail, so can be tricky to find out if you've already been submitted without calling.

Hardly. If they dont think you're a good or reasonable fit (for the permie or contract role), 99% of them wouldnt waste their time phoning you in the first place. They'd be more productive phoning to ask for leads!

I can understand agents chancing their arm phoning contractors about permie roles. I cant see them phoning about a role your skillset doesnt match and therefore arent suitable for. Perhaps the odd idiot would do this from time to time but not regularly.
