They had more control over their borders when they were in the European Community. There used to be landing cards even for EC citizen, still got one somewhere.

It’s all about saving money - filled in card can invite good questions == more border agents need to be deployed
There used to be leaving cards too but Labour canned those long time ago - after that they said they had no idea how many overstayed
