I wouldn't want to guess how much the referendum cost (we know it's more than the £9m they spent on that crappy leaflet) but probably in the low hundreds of millions. If they wanted something "advisory" they could have done some opinion polling. Although, as we know, they did that as well, and it still didn't work out as planned.

Not at all. I'm implying that the code of conduct that you quoted means that they should act in (what they determine to be) the interests of the nation.

It does not mean that they should blindly do whatever the electorate tell them to do.

A reasonable baseline to start from is that the politicians that are trying to stop, or at least water down, Brexit are doing so because they do not believe it to be in the best interests of the nation. This is not contrary to their code of conduct, as you were implying that it was.
